Oregon has been a full supporter of the Patient Protection & Affordable Care Act (PPACA) and a leader in building a state exchange. It was somewhat of a surprise when Cover Oregon, the state’s online insurance marketplace, announced on Thursday, August 8, that their online “portal” will launch by the October 1 deadline, but with one small catch.
While Cover Oregon has been receiving press about their quirky television ads, the anticipated online “portal” will only be available to Community Partners and Affiliated Agents beginning October 1. Oregonians will not have access to apply for insurance online directly through Cover Oregon until an undisclosed date “later in October.”
Individuals and small business can receive this assistance for free, but should start making appointments now if they are eager to see what’s available in early October. Cover Oregon has a Service Center phone number to assist in finding certified agents and partners: 1-855-CoverOR (1-855-268-3767). Alternatively, they say to check back to their website in September.
The PPACA’s individual mandate requires that all individuals have insurance beginning January 1, 2014 or pay a penalty. Open enrollment remains October 1, 2013 through March 31, 2014 for individuals. However, coverage does not begin until January 1, so everyone has plenty of time to apply either through a partner or agent or online when it becomes available.
